The Connect Via popup menu at the top should be set to
PPP or Remote Access (in order to use Apple's Open Transport PPP dialer).
If you want to use the older FreePPP dialer instead, set it to FreePPP.
This control panel doesn't exist in most Macs using older than MacOS 7.6.
They use the older MacTCP control panel.
